The Migration Newsletter

Welcome to the second Migration Newsletter. Since 2004, CARIM has carried out academic and applied research studying crucial questions and challenges pertaining to international migration with an emphasis on Southern and Eastern Mediterranean (hereafter SEM) as well as Sub-Saharan African (hereafter SSA) countries. These emerging questions have been tackled from the cross-cutting perspective of economy, demography, law and politics.

In 2010, after having expanded its geographical focus to Sub-Saharan Africa, CARIM is expected to broaden its research agenda still further to transatlantic challenges involving migration and mobility.

Research

In addition to the recent findings on circular migration and irregular migration trends, CARIM is currently carrying out interdisciplinary research on highly-skilled migration (HSM) patterns. To this end, CARIM organised in Florence at the EUI premises a Thematic Session (28-30 November 2009) which has brought together some 50 experts from the various CARIM countries and during which 36 original country case-studies were presented and discussed. The Session tackled the specificities of highly-skilled migration in the SEM and SSA regions, and has brought out some preliminary conclusions pertaining to the HSM phenomenon in the CARIM region.

CARIM Migration Profiles: Lebanon

CARIM Migration profiles provide contextualised information on migration from three perspectives: the demographic and economic perspective (migration flows and stocks); the legal perspective (national, regional and international legislation); and the socio-political perspective (the socio-political environment, policy developments and public, regional and international debates pertaining to the country).

The second CARIM migration profile on Lebanon has just been published. Divided into three parts – the demographic-economic, legal, and socio-political frameworks – the profile synthesizes key trends and dynamics as well as legal and policy developments that have shaped Lebanon’s migration landscape.

Publications

The Impact of the Economic Crisis on Migration Flows and Governance:

To keep abreast of the new economic and policy developments that have touched on migration governance in the wake of the global financial crisis, CARIM has published a series of reports. Notwithstanding the difficulty of framing and forecasting the longstanding repercussions of the economic crisis on international migration, these reports provide a contextualised assessment of the impact of the crisis on migration policies in three Mediterranean corridors: Morocco-Spain, Tunisia-Italy, Turkey-Greece.

Recent highlights

Scientific Working Group on India-EU Mobility Cooperation

A Scientific Working Group (SWG) on India-EU mobility cooperation was established in 2009 by the Indian Council for Overseas Employment (ICOE, New Delhi) and the European University Institute (EUI, Florence) with the hope of strengthening India-EU cooperation in the field of migration and mobility. The group works in close coordination with CARIM, and has already organized two principal meetings in Florence and India.

The SWG works to achieve two objectives:
- Recommendations for a future India-EU Mobility Cooperation that would enable better understanding and management of migratory flows and human mobility between India and the EU on the basis of reciprocity;
- The fostering, over the medium and long term, of research through a network of academics and academic institutions from India and the EU. These research synergies would catalyse studies on the various dimensions of India-EU cooperation on mobility.

Circular Migration Patterns in Southern and Central Eastern Europe: Challenges and Opportunities for Migrants and Policy makers (METOIKOS)

In cooperation with CARIM, the Robert Schuman Centre for Advanced Studies is starting a new project on Circular migration patterns in Southern and Central Eastern Europe (METOIKOS) for the period 2009-2011.

The METOIKOS project studies the links between circular migration and processes of integration (in the country of destination) and reintegration (in the source country) of circular migrants and their families in three regions of Europe (southeastern Europe/Balkans; southwestern Europe/Maghreb; central-eastern Europe). The project will distinguish between circular migration movements of different duration (of stay and return) and character (as regards motivation, status, employment sector) and will question the use of the term ‘circular migration’ as distinguished from temporary, seasonal or shuttle migration. It will identify the main challenges and opportunities involved in circular migration for source countries, destination countries and migrants (and their families) as regards the latter’s social, economic and political integration in the destination country. It will also look at problems and opportunities of reintegration of circular migrants in their countries of origin. Endowed with a strong policy-relevance component, the project will develop a Guide for local, regional and national policy makers as to how to frame circular migration with appropriate (re-)integration policies.

Forthcoming Conference

Policy-makers' meeting: Highly-Skilled Migration into, through and from Southern and Eastern Mediterranean and Sub-Saharan Africa, Dakar, 22-24 March 2010

In cooperation with the International Organisation on Migration (IOM), CARIM will organise a conference on highly-skilled migration which will bring together policy-makers and experts from Europe and the CARIM countries. The conference will:

  • Compare various national, regional and international economic, legal, educational and political frameworks at play in managing HSM;
  • Evaluate their reverberations on HSM flows and dynamics in the CARIM region;
  • Suggest and formulate adapted high-level and educational policy frameworks and responses so as to manage HSM patterns while capitalising on various stakeholders’ interests with a view to maximizing respective benefits.
